My Decrapifier script that was linked above will do all this for you! But it should be used according to the How-to linked above (and in the script itself!) for best results. What most people are seeing is the CEIP "ad" tiles coming back! No UWP apps are installed with updates, except if they are new, stock Windows apps, and delivered during an edition upgrade (1607->1709 for instance). You often hear of apps magically reappearing after updates.
There might be others but this is just off the top of my head. Some of these are Connect, Edge, Cortana, Mixed Reality Portal, and Get Help. There are some apps baked into Windows which can never be removed. So, this is not entirely accurate, but can seem true. Worse case is some updates come along and they get re-installed back again. Not all can be successfully installed for "ALL USERS".
